The Institute for Building Technology and Safety (IBTS) mission: deliver quality services to meet the challenges of governance at all levels while enhancing public safety, economic development, and the general welfare of the communities, agencies and cities. We are committed to helping jurisdictions meet the needs of their citizens with greater agility, efficiency, and full transparency.

IBTS created GOVmotus to track and streamline our own building department services. Through our internal use, IBTS identified an unmet need in smaller jurisdictions for a cost-effective, user-friendly building department system.

Unlike other building department software providers, GOVmotus was developed by IBTS’s subject matter experts who work in building departments and understand the challenges and needs. We use GOVmotus in the communities we serve and live in. We understand the need for an efficient software solution to enable better job performance – having the right tool is as important to our own work as it is to yours.

As a nonprofit organization, our sole focus is on helping you do your job better. Streamlined building department processes reduce time and cost, leading not only to greater customer satisfaction, but making way for more effective community development processes and increased economic development crucial to the continued growth and success of every community.


IBTS also offers GOVmotus//FIRE, a permitting and licensing system designed specifically to meet the needs of fire safety departments. Similar in look and feel of GOVmotus, GOVmotus//FIRE centralizes and streamlines the entire fire permitting or licensing process, resulting in more accurate, uniform data and project management. This provides fire safety divisions a greater level of oversight of projects, inspections, and buildings in the state. We created GOVmotus//FIRE to provide fire safety departments with a greater level of oversight in projects ensuring the safety of your community’s buildings and more importantly, the well-being of your citizens.

As a 501(c)(3) nonprofit organization , IBTS’s work is guided by a Board of Directors made up of government officials appointed by five of the most highly respected state and local governmental associations, including the Council of State Governments (CSG), International City/County Management Association (ICMA), National Association of Counties (NACo), National Governors Association Center for Best Practices (NGA Center), and National League of Cities (NLC).
